Part three in the series. Sebastian Shaw, a man of unknown origin, has managed to drive away the local governments in the capital district. Establishing himself as a domestic terrorist, and eventually leader of a new city state, Shaw rallied the Tri-Cities together under his banner. The Federal government has withdrawn, and victory has been achieved. In the wake of this victory, however, dissension looms.
